I think the scientific term for this kind of science is “mad science”. It looks like our mad scientist has taken a woman captive, and is testing out a device on her which is intended to transform her into some kind of robot minion. The first attempt only affects her head, and is incomplete. The second attempt seems to fare better, as a more complete transformation is achieved (though still localized to the head). Sadly, the power of the device cannot be contained, and it explodes (though in a final bit of irony, it succeeds in transforming our villain’s body into the remaining portion of the robot).

This may be totally wrong, of course. This could be a device to summon a demon from another dimension. Or maybe he works for the government and is working on creating a super soldier? There are many tropes we could shoehorn this into.
